Maryland Physician Discipline Statistics For Fiscal Year 2013

162017_132140396847214_292624_nThe Maryland Board of Physicians Annual Report to the Legislative Policy Committee for Fiscal Year 2013 that was forwarded on November 7, 2013 stated that the Board had issued 1,800 initial medical licenses, 152 reinstated medical licenses, and registered 2,650 unlicensed medical practitioners (interns, residents, and fellows) during Fiscal Year 2013, which represented a slight decrease from Fiscal Year 2012. The Board also renewed the licenses of 14,149 physicians whose last names began with the letters “A” through “L” through its online automated system.

During Fiscal Year 2013 (“FY 13”), the Board opened 1,242 investigations on 1,036 physician licensees involving 1,145 allegations. The Board completed investigations of 1,213 allegations, with 43 cases not resolved within 18 months as of July 1, 2013 (including 42 cases at various stages at the Office of the Attorney General). A total of 747 allegations remained unresolved and pending before the Board as of June 30, 2013.

Of the 1,145 allegations made against physicians in FY 13,  556 involved the issue whether the physician was guilty of immoral or unprofessional conduct in the practice of medicine; 331 involved the issue whether the physician failed to meet appropriate standards as determined by appropriate peer review for the delivery of quality medical and surgical care performed in an outpatient surgical facility, office, hospital, or any other location in Maryland; 63 involved the failure to provide details of a patient’s medical record to another physician or hospital; 40 involved the failure to keep adequate medical records as determined by appropriate peer review; and, 30 involved the selling, prescribing, giving away, or administering drugs for illegal or illegitimate medical purposes.

Of the 893 allegations made against physicians that were resolved in FY 13, 317 involved the issue whether the physician was guilty of immoral or unprofessional conduct in the practice of medicine; 254 involved the issue whether the physician failed to meet appropriate standards as determined by appropriate peer review for the delivery of quality medical and surgical care performed in an outpatient surgical facility, office, hospital, or any other location in Maryland; 52 involved the failure to provide details of a patient’s medical record to another physician or hospital; and, 45 involved the selling, prescribing, giving away, or administering drugs for illegal or illegitimate medical purposes.

The Board’s Annual Report provided the following additional statistics for FY 13: there were 29,562 licensed physicians in Maryland; the Board sent 26 notification letters to health care facilities originating from reports of disciplinary action taken by hospitals, nursing homes, and alternative health care systems; the Board generated 8 notices of malpractice claims and sent them to the hospitals, nursing homes, and alternative health care organizations where the affected physician has privileges; the Board added 1 certificate of merit record to the malpractice component of the data system, involving 1 physician; the Board sent 818 letters to health care facilities informing them of disciplinary actions and/or charges against 131 physicians who have privileges at their facilities; and, the Board generated 5,192 letters verifying the status of physician licenses.
